Teachers urge board to accept CTAB health‑benefits proposal amid rising family costs
Summary
Union representatives and classroom teachers asked the board to authorize management to fund a floating cap on health benefits, saying many members face high out‑of‑pocket costs and that modest district contributions could resolve a narrow bargaining gap.

Joe Herman, president of the California Teachers Association of Berryessa, told the board the union’s medical‑benefits proposal is affordable and urgent, citing rising out‑of‑pocket spending by members. "Currently, 40% of CTAB members spend between $4,200 and $18,500 on health care," Herman said, urging the board to authorize district bargaining authority to cover a proposed floating cap at 90% of Kaiser traditional family rates.
Brooktree teachers Linda Simone and Christy Gurney reinforced the personal impacts of higher premiums, describing reductions in take‑home pay and cases where staff drop dependents or select lower‑quality coverage. Gurney said CTAB’s proposal would both save money over time and help recruit and retain teachers. Speakers asked the board to include projected additional state and local revenue in multiyear budget projections when evaluating the proposal.
Board members did not take immediate action during the public comment period; the remarks were entered for the record and staff and trustees noted they will consider the bargaining authority and budget projections as negotiations continue.
