Board approves first reading of superintendent recruitment policy following SB 521 update

The board considered Board Policy 21-20 (superintendent recruitment and selection) for its first reading. Superintendent Dr. Puentes told trustees the revised language reflects California School Boards Association recommendations and a new state law.
"This is updated language per CSBA recommendation based on a new Senate Bill 521 that was passed just recently in 2025, which prohibits the employment of a person as superintendent if within the past 5 years that candidate was convicted of any felonies and wrongdoing," Dr. Puentes said. Trustees moved to approve the policy for first reading and the motion passed by voice vote.
The policy update centers on background-check expectations for superintendent candidates and the board recorded the first-reading action; final adoption will follow the district’s usual policy-adoption timeline.
