Jessica Miller, partner at Nigro & Nigro, presented the district’s 2024–25 annual financial audit and explained the multi-stage audit process of site visits, compliance testing and final-year financial verification. She told the board the report includes an opinion letter and that this year’s audit produced a clean (unmodified) opinion overall.
"Page 1 is actually our opinion letter. This is, again, another year of a clean or an unmodified opinion," Miller said, adding that the audit still included "a few findings" and management comments addressing areas for improvement. The board voted to accept the audit during the meeting.
Miller also summarized the audit structure — management’s discussion and analysis, government-wide and fund financial statements, footnotes (notably pension and OPEB disclosures), supplementary schedules (average daily attendance, federal expenditures) and back-letter opinions covering compliance with governmental auditing standards. Trustees asked clarifying questions about bond issuance and spend-down timing, and Miller confirmed bond spending was on track to avoid IRS issues.
