County executive: delinquent tax sale cancelled; refunds and credits to be distributed in phases

The county executive reported that a motion to cancel a delinquent tax sale was filed July 23 and that a judge signed the order on July 24, effectively canceling the sale. The executive also briefed the legislature on a pending class‑action settlement; counsel will prepare the long form of the agreement and the case has further dates pending in the court calendar.
On refunds and credits, the county executive told legislators credits would be applied beginning Oct. 1 so property owners can see credits for the next three years. He explained there are two categories of "movers": those who buy another property in Jackson County will receive credits applied to the new parcel over three years; those who sold property and do not own another Jackson County residence will receive refunds paid over three years in thirds. The executive said refunds tied to successful appeals already processed (for example, 2023 appeals heard in 2025) will be paid as checks once collections and assessment systems are reconciled.
A legislator asked whether the usual large assessment notice had been sent; the executive said assessment impact notices were distributed and that the county will notify property owners after credits are applied and once the settlement notice is finalized and approved by the court.
