Kevin Donnelly presented documentation on proposed bond governance that outlines procurement guidelines, the process for contract and financial administration, reporting and communications, and limits of authority for bond-era decisions. Donnelly said work on the governance document will continue and that the committee will revisit the item at its August meeting.
The committee made no formal approval at the June 4 meeting; it recommended that staff continue refining the governance framework and bring updated materials back to the Finance & Property Committee on Aug. 6, 2026.
