The City Council voted to approve a memorandum of understanding with the Red Coast Mountain Biking Association to set a framework for cooperation on a proposed bike park in Blue Lake. Council member (S11) moved to approve the MOU; the chair called the vote and members responded in favor, and the motion passed.
Council members and staff repeatedly emphasized that approving the MOU does not constitute approval of construction. “An MOU is a memorandum of understanding. It is not implicit approval of the bike project,” said a council member (S1), who urged that the project be formally defined, that building- and planning-permit amendments be pursued where required, and that any funding be identified before work proceeds. Staff/another council member (S2) described the agreement as a framework for cooperation on fundraising and volunteer hours but said it does not permit the city to move forward with construction without further council action.
Public commenters affiliated with RCMBA and volunteers urged passage so groups could coordinate next steps. “RCMPA is here to support the community and to try to build trail and recreational infrastructure,” said a representative (S6). Several residents recommended pursuing grant funding and forming an ad hoc committee to collect missing documentation and deliver a defined project proposal for council review.
The vote followed public comment and council discussion about reporting cadence and scope. Council agreed to authorize the MOU and to pursue an ad hoc working group to return with clarified objectives, engineering, permit amendments if needed, and funding plans. Next steps identified by council and speakers included: convening an ad hoc committee with RCMBA representatives, clarifying reporting requirements in the MOU (council discussed moving from quarterly to twice-yearly reporting), and returning to council with a defined project and any required permit amendments.
