Town reports several zoning violations, wetlands and shoreland complaints under review

Tim Bray presented an update on multiple zoning violations. The Davis matter on Brook Road involves alleged Fill and Dredge in Wetlands Act violations and wetland buffer encroachment; a restoration plan and a 90-day completion timeline were issued with an August 2026 deadline. The Cloutier/Cloutier Construction case has resulted in a court complaint, a temporary hearing on May 27 and a court order requiring no further rental beyond current tenants and a cease to construction; a lien was placed for municipal legal expenses and final hearing remains pending.
Tim Bray also reported the Pratt matter (shoreland protection complaints under RSA 483-B and RSA 482-A) is under review by NHDES after a July 2 site inspection that documented continued construction within shoreland protection zones. Additionally, Bell Excavating is preparing a Special Exception application to address concerns about commercial activity without proper permits.
