The presenter detailed several one-time and reallocated costs in the revised draft, including city manager recruitment services, settlement costs from a prior city manager separation (paid across FY2024–25 and FY2025–26), a proposed $80,000 FRMS payment obligation to be spread over 18 months, and a proposed $75,000 shift from legal to planning tied to housing element work.
"The revisions to the budget also included costs for the city manager recruitment services, settlement costs related to the previous city manager separation," the presenter said, and added that the $75,000 shift from legal to planning is linked to a tentative memorandum of understanding with the California Department of Housing and Community Development. Staff said the shift is intended to avoid further legal costs associated with housing element number 6.
