Staff described an amended memorandum of understanding (MOU) intended to clarify roles between the city and the regional bike association and emphasized the MOU is not project approval. Numerous public commenters representing the bike association, volunteer builders and local residents urged council to approve the MOU so the partnership could pursue grants and complete the project design. Supporters pointed to prior projects in nearby cities and suggested tourism and grant sources (transient occupancy tax and other community development funds) could help pay for construction. Council members said they wanted clarity on scope, fiscal impacts and community character before final approval; the council agreed to continue the item to the next meeting so staff and partners could refine the proposal and form an ad‑hoc committee.
Public testimony included offers of volunteer labor and local fundraising; an association representative said the group had raised roughly $35,000 over three years. Staff noted the MOU revisions are highlighted in the packet and that approving the MOU would formalize a path to work together, but would not implicitly approve construction or funding.
