Council makes short-term rental license database public with amendments; moves bill favorably

Staff presented proposed draft 2 of CB66-2024 to extend DPIE's short-term rental licensing database into a public, searchable resource. The proposed public fields include host, physical address, council district, municipality, license number and any outstanding code violations.
Two amendments were adopted into draft 2 at the request of DPIE: removal of an "owner name" field for corporation/LLC owners (DPIE will collect resident agent details for corporate entities) and removal of a registration-number field. The County Executive's Office indicated support for the draft as amended. After a short roll call, the committee moved CB66 favorably as amended (8–0).
Proponents said public access to licensing and code-violation information improves transparency and compliance; staff will coordinate with DPIE on implementation details prior to final enactment.
