OMB deputy director Amber Hendricks briefed the Committee of the Whole on the Local Impact Grant multiyear spending plan for FY2025–2027, the eighth plan since the county's gaming facility opened in 2016. Staff described the FY2025 spending plan as roughly $9.7 million (the binder also lists $9,736,600) and outlined priority allocations.
Hendricks said education is the largest share—about 38% of FY2025 funds, roughly $2.4 million—followed by economic and community development programs (roughly $3.3 million annually in the plan). New and continued items include support for Crossland High School career academy funding (a state/local requirement for the impact area), community college workforce and certification programs ($1,275,000 noted as third-year funding in 2025), $250,000 for an "Office of Community First" program (a police department initiative for youth and senior services), and infrastructure and beautification projects in the impact area around MGM property.
Councilmember Burrows presented a proposed amendment to increase youth jobs funding and outlined a senior citizen support fund component ($4,000,000 dedicated to mortgage relief, rental relief, property tax and utility assistance). After discussion the committee approved a letter reflecting the plan and requested staff finalize language; the motion to move the plan favorably carried 8–0.
