Councilmembers moved to refine a landlord-tenant security bill to address camera placement and the special needs of garden-style apartment complexes.
Staff described the proposed draft 2 and noted an amendment on page 6 requiring DPIE to develop regulations addressing camera angles and placement in garden-style apartments. As the sponsor explained, garden-style complexes typically have multiple small buildings and "could have a camera that you could see multiple entrances," which shaped the amendment to avoid requiring a camera per doorway. The amendment also added language clarifying the garden-style definition with story-count and site/ownership elements to make the measure targeted and avoid overbroad application.
Office of Law found the proposed legislation in improper legislative form but raised no legal impediment to adoption; the County Executive's Office and AOBA (housing providers) expressed conditional support contingent on technical adjustments. After discussion and a roll call, the committee voted 7–0 to move CB71 favorably with amendments.
