Insurance commissioner warns of double‑digit rate filings; new delegate joins OIC team

Insurance Commissioner Patty Kuder joined the Universal Health Care Commission meeting and updated members on the insurance market: she said insurers filed double‑digit rate requests for the individual market this year and her office will review those filings but that any increase will be hard for consumers to absorb. Kuder also announced the retirement of Jane Beyer and introduced her senior health policy adviser and delegate, Ingrid Ullrich, who will support the commission’s work.

Kuder framed primary‑care expansion as a practical step to improve access and affordability and said she has asked staff to assess how to move a primary‑care concept forward. "Insurers are requesting double digit rate increases," she said, noting this follows similar requests the prior year. Commissioners and agency representatives echoed the urgency, and several members urged the commission to accelerate work on primary‑care design and workforce issues to address capacity and access.

The commissioner’s remarks preceded a longer discussion about universal primary care and highlighted why members said they wanted targeted analysis funded by the OIC proviso.
