HCA outlines $3.75M annual short-term SUD housing vouchers and program reach

Mo Bailey, Recovery Support Services section manager at HCA, summarized short-term SUD housing vouchers allocated by the legislature in 2023 and how the funding is being used.
"In 2023, the legislature allocated additional funding for short-term SUD housing vouchers, in the amount of $3,750,000 annually," Bailey said, adding the funds focus on Clark, King, Pierce, Snohomish and Spokane counties and can be used for up to six months of housing. Bailey reported the program served 2,912 households in the five populous counties since the beginning of fiscal year 2024 and that Oxford House and recovery residence contracts served 2,570 people during the first biennium of funding.
Bailey also described program eligibility (medically diagnosed SUD or self-attestation/staff observation, households unhoused or at imminent risk, income under 50% area median) and said outreach funding for Oxford House was reduced from $750,000 to $500,000 annually in a later biennium. The presentation noted a 20% reduction in households served this fiscal year compared with prior figures and indicated slides and the program guide will be posted to the CSRSAC webpage.
