PNUC and NWGA present Guidehouse synthesis: region 'dangerously close' to capacity limits

The Pacific Northwest Utilities Conference Committee (PNUC) and the Northwest Gas Association summarized a Guidehouse review of 19 regional studies and urged urgent coordinated action. Crystal Ball, executive director of PNUC, said the synthesis highlights rising peak demand trends and tighter resource margins across the Northwest.
“The region is dangerously close to not having enough energy,” Crystal Ball said, urging planners to increase cross‑sector visibility and regional planning. The report’s data show average winter pipeline utilization in recent years exceeding 90% and note that new LNG export facilities (Woodfibre/Squamish, Fortis expansions) add demand pressure that will precede pipeline expansions. Guidehouse recommended enhanced operational readiness, routine cross‑sector drills, analytical synthesis across studies and a regional symposium to align policy and planning.
PNUC encouraged regulators and utilities to treat forecasted peak growth and the pending timing mismatch between export additions and pipeline expansions as a near‑term planning priority.
