Oregon PUC describes new resource adequacy rules to backstop non-WRAP entities

Curtis Delowy, manager of policy and economic analysis at the Oregon Public Utility Commission, briefed the meeting on Oregon's recently adopted resource adequacy rulemaking (rules effective April 2024). The rules create two tracks: informational RA filings (to be included in IRPs or related climate filings) and a state compliance program that applies to entities not participating in a "qualified regional program" such as WRAP.

Delowy explained the compliance showing cadence: two-year compliance cycles with a July 1 compliance month. For the first cycle the state expects entities to cover roughly 95% of their P50 peak in year one and 80% in year two (with transmission coverage expectations at 75% of those levels), with cure periods and potential fines for noncompliance. To avoid conflicting incentives with WRAP, Oregon's commission approved a temporary waiver of fines and compliance determinations for the first forward showing so participants can align with WRAP's nonbinding seasons.

Delowy said the commission will request forward-showing workbooks from WRAP participants for internal review and will continue to coordinate with WRAP as the regional program matures.
