DOE keynote urges wide technology deployment and federal incentives to meet rising electricity demand

Paul Donahue Vallett, acting director for deployment and infrastructure at the U.S. Department of Energy, told the Washington Utilities and Transportation Commission that the nation is entering a period of renewed electricity load growth and that planners must "be exploring every technology and other solution that's out there." He highlighted that NERC forecasts and other studies show substantial load growth over the next decade and singled out large concentrated loads such as data centers as a planning challenge.
Vallett emphasized federal deployment tools now available to accelerate capacity buildout and reinvestment, including tax credits from the Inflation Reduction Act, new DOE loan programs, and technical assistance from national labs. He described a recently released DOE "future of resource adequacy" report and pointed attendees to liftoff.energy.gov and a DOE business hub email for technical support. "Now's the time to really deploy these solutions and explore them because we've got tools and incentives, especially at the federal level, that we've never had before," he said.
Vallett also discussed near-term and longer-term solution buckets: grid-scale clean energy and storage, grid infrastructure and transmission upgrades, and demand-side flexibility (efficiency and virtual power plants). He said the department is piloting permitting assistance (SCITAP) and offered DOE support for states and utilities seeking to combine loans and tax credits for projects. The keynote closed with an invitation to use DOE resources and lab analyses to refine capacity valuation and planning assumptions.
