Amy Duram, the district's federal programs director, explained the universal application requires assurances across three domains (academics for all, student groups and workforce) and that her team worked with leadership to align plans and expenditures to the district strategic plan. She said IDEA allocations and title budgets were entered into OBMS and that the district does not have a proportionate share for private or charter schools in the current allocation snapshot. Duram said the unified process simplifies district compliance and reporting compared with prior separate submissions.
Board members asked for narrative extracts and line‑item descriptions to be distributed in a single document for board review; administrators agreed to produce a concise narrative that the board can review after submission. The motion to approve the unified application passed by roll call.
