Douglass Township Planning Agency on Nov. 13 recommended that the Board of Supervisors grant final‑plan approval for a 26‑lot subdivision at 749 Congo Road, contingent on the applicant meeting conditions in Pennoni Engineering's review letter dated Oct. 20, 2025.
Owner and applicant Mike Clement presented the plan and discussed several engineering and site items. Clement said Aqua required a 20-foot by 20-foot well in the designated open space and confirmed, "we are moving forward with the easement" with an adjoining property owner. Agency members and Pennoni asked that a proposed swale be shifted away from homes and requested cleanup of trees and the spillway; Pennoni's waiver/review memorandum was noted as a "will comply."
The agency moved to recommend final approval on a contingent basis. Joe Richardson made the motion, Jessica Gisinger‑Doran seconded, and the vote was recorded as Richardson‑Aye, Rick‑Aye, Heydt‑Aye, Carpenter‑Aye, Stouch‑Aye, Gisinger‑Doran‑Aye. The recommendation will go to the Board of Supervisors for final action.
The Planning Agency record includes the applicant's commitment to obtain an easement and perform site cleanup; the engineering review dated Oct. 20, 2025 remains the controlling list of conditions the applicant must satisfy before final approval.
