The Board reviewed a final subdivision submission for 749 Congo Road and heard from the applicantrepresentative (Mr. Clement) and engineer Khal Hassan of Pennoni & Associates. Pennoni recommended final-plan approval contingent on compliance with its Oct. 20, 2025 review letter.
The applicant requested two additional SALDO waivers: one to permit existing frontage vegetation to substitute for some required street trees (section 420-3.C.5) to preserve the natural frontage view, and another to allow existing vegetation to count toward required buffer areas (section 420-7.D) for Buffers 1, 3, 4, 6, 8, 9 and 10. The Board authorized Solicitor Wendy McKenna to prepare a Final Plan Resolution and related agreements for the Dec. 15, 2025 Board meeting; substantive conditions will be addressed in the resolution prior to final action.
A motion to authorize preparation of the resolution carried unanimously (mover: Josh Stouch; second: Don Bergstresser). The minutes record Pennoni's contingency on compliance with the review letter; the Board did not grant final approval at the Nov. 17 meeting but set the matter for formal action on Dec. 15.
