The board approved the RFP and later separately approved a motion allowing Atherton to select a proposal up to $48,000, with a directive to notify the board if the chosen proposal is not the lowest bid.
Commissioners framed the votes as standard procurement steps to ensure the county secures appraisal services needed for property assessments while giving the director enough authority to act on a timely basis.
