Harbor users question sudden jump in Depoe Bay launch fees; commission cites overdue catch-up

Public commenters told the Depoe Bay Harbor Commission on July 30 that the launch-pass fee for Depoe Bay had roughly doubled and that they could not find a record showing why the fee increase was adopted. "So when I noticed that the fee had doubled, I went through minutes and found the resolution that the city council asked, for all fees all at once," a resident said during public input, asking for clarification from the commission.

Commission members and staff said the harbor had not increased launch fees for many years and needed to align fees with the cost of operating and maintaining harbor facilities — including restrooms and fish-cleaning stations. Commission member (speaker 2) and staff (speaker 7) explained there is a built-in automatic increase tied to consumer-price measures (a minimum 5% or CPI, whichever is higher) but that council-level timing and budget adoption can delay billing changes. Staff also clarified that the annual launch pass is valid for 12 months from the date of purchase (not strictly a calendar-year pass), and that slip-assignment and council timing complicated a single, uniform billing change this season.

The commission agreed to take a closer look at comparables in other harbors and to bring a clearer reconciliation of fee history and the specific resolution that triggered the recent increase to the next harbor-commission meeting. "We need to take a look at the whole situation," the chair said, asking staff to prepare information for commissioners and inviting harbor users to participate in a planned work session.
