The Board of Trustees approved an intergovernmental agreement (IGA) with the Pikes Peak Regional Transportation Authority allowing the town to incur preliminary engineering and cost-estimate expenses in 2024 and seek reimbursement from RTA funds in 2025.
Chair explained the IGA enables the town to pay for early engineering so it can apply for larger bridge funding next year. Staff noted the bridge investment program requires a 10% local match and that the town previously approved up to $10,000 for preliminary design work. "In 2024, we will put those costs in 2024 to be reimbursed in 2025," a staff member said during the discussion.
Trustees moved and seconded approval. The motion carried by voice vote. Trustees discussed that the full project—if funded—could cost between $2 million and $3 million and will likely require a blend of RTA and other local/state match dollars.
Staff will proceed with the design and cost estimating steps required to make a formal grant application to bridge funding programs.
