The council considered two draft resolutions regarding a PILOT (payment in lieu of taxes) waiver requested by the Alliance Housing Authority: one to waive the full amount of $12,997.44 (Res. 26-25A) and the other to waive 50% ($6,498.72) with the remainder placed in escrow. The Alliance Housing Authority Executive Director Patricia Klemke requested the full waiver and noted that previously the council required creation of an escrow account for playground funding, which currently holds $20,466.82.
After discussion, the council unanimously approved Resolution No. 26-25A to grant the full waiver of $12,997.44 and directed staff to notify other affected taxing entities. The resolution cites Neb. Rev. Stat. 71-1590 concerning payment in lieu of taxes for housing agencies; staff provided no formal recommendation and Council acted on the two prepared alternatives.
