The Alliance City Council opened a public hearing at 7:05 p.m. on March 17 for the Class I Liquor License application from Phan Enterprises LLC dba Sassy & Classy Nail Spa, 206 Box Butte Avenue. Recording Secretary Sherfey reported that the Alliance Police Department background check produced no concerns or issues.
Exhibits 1–3 (the application, the council checklist for Section 53-132 R.R.S., and a written statement from the police department) were admitted into the record. Witnesses were sworn and testimony in support of the application was received; no adverse testimony was offered. The council then voted to transmit a recommendation of approval to the Nebraska Liquor Control Commission. The council's resolution text references Neb. Rev.
