Council authorizes City to refuse outside haulers to protect Alliance landfill

The Alliance City Council on March 17 approved Resolution No. 26-19, giving the City Manager or Public Works Director authority to deny access to the city's landfill to any person or entity if accepting the waste would be detrimental to landfill operations.
Public Works Director Grant told the council the measure is aimed at protecting the landfill's longevity and capacity and said it would not impact any current businesses that currently use the facility. Councilman Hitchcock asked whether the resolution was intended to address toxic or hazardous materials; staff replied there were no such specific concerns and that the policy is aimed at restricting large outside municipal loads. Councilman Yates asked whether signage could be posted to reduce confrontations at the gate; City Attorney Selzer said signage would be permissible.
The resolution text states the City shall not accept solid waste from any other municipality without the consent of the City Manager or Public Works Director and that the policy becomes effective immediately upon adoption. The council approved the resolution on a 5-0 roll call vote.
