Council adopts ordinance banning passenger loading in travel lanes, unattended cars in loading zones

The Alliance City Council on March 17 adopted Ordinance No. 3016, amending the Alliance Municipal Code to regulate passenger loading and make it unlawful to leave a vehicle unattended in marked loading zones.
Recording Secretary Sherfey read the ordinance by title on third and final reading. Councilman Hitchcock moved to adopt the ordinance and Councilman Turman seconded; the measure passed on a unanimous roll call vote. The ordinance adds Section 26-59, which lists prohibited stopping locations including travel lanes, intersections and crosswalks and states that marked loading zones are for "temporary, active loading and unloading of passengers only." Mayor McGhehey declared, "the passage and adoption of Ordinance No. 3016 has been concurred by a majority of all members elected to the Council; I declare it passed, adopted and order it published."
Supporters said the change clarifies where drivers may stop to drop off or pick up passengers and makes it explicitly unlawful to leave vehicles unattended in loading zones. The ordinance includes a narrow exception for school buses temporarily stopped for loading and unloading on the north side of Grandview Elementary School on East 7th Street. Enforcement mechanisms are set by the City code; no changes to penalties were discussed at the meeting.
The ordinance will take effect after the required approval, passage and publication procedures are completed.
