Village of Pleasant Prairie board members approved the proposed 2025 sewer utility budget and related rate actions after a staff presentation that attributed increasing costs to higher treatment bills from Kenosha Water Utility.
A village staff member told the board the proposed operating expenditures for 2025 are about $7,000,000, roughly $1,000,000 higher than the 2024 budget, with treatment costs representing about half of the expenditures. “Operating expenditures, for '25 proposed budgets are $7,000,000,” the staff member said. The presentation also noted a Baker Tilly rate study and a revenue decision packet that totals $841,000 and reflects the proposed rate increase.
The board approved Resolution 24-55 adopting the 2025 sewer utility budget on a voice vote. At the same meeting the board approved Ordinance 24-38 to remove specific sewer meter rates and laboratory testing fees from the municipal code and instead reference them in a resolution, and it approved Resolution 24-56, which lists the new sewer service charges and distinguishes regular customers from high-strength (surcharge) customers.
Staff presented example customer impacts during the discussion, saying the average residential sample would see about a 14% increase from present rates but would remain below 2019 levels for some charge components. The staff presenter said the district’s decision packets include capital items (manhole inspection camera, trench boxes) and operational changes to help manage maintenance and safety.
