Peter Cubic, who said he served on the utility board from 2001 until 2022, told the council he approaches the board’s work from a business perspective focused on affordable service and sound finances. “Previously from 2001 till 2022, I served on the utility board,” he said, describing long service and hands‑on familiarity.
Cubic described the utility as a multi‑million dollar operation and said the board should ensure developers pay required fees so the utility does not subsidize expansion: “C TUB is utility. It's a $40,000,000 corporation that handles water and sewer, and that's the gist of it,” he said. He also estimated capacity for thousands more hookups but warned several plants will need upgrades by 2030–2032.
Cubic said careful planning for SIP/SIF fees and capital improvement reserves was critical to avoid passing undue costs to ratepayers. Councilors asked him about past project cost variances and whether he saw conflicts of interest arising from his business activities; he said he would recuse himself where appropriate and emphasized planning for upgrades and fee income to fund expansion.
