Rob said the project to expand the Highway 165 lift station required removing approximately 180.9 cubic feet of 100‑year floodplain and creating roughly 202.5 cubic feet of new 100‑year floodplain; "The work has been completed, and FEMA has issued the LOMAR, which is 24 0 5 1 0 3 0 a," Rob said during the staff report. Under village code, the property owner must record a statement with the Kenosha County Register of Deeds acknowledging that development in the previously inundated area remains subject to certain restrictions in chapter 430.
The commission moved and approved the floodplain zoning map amendment to section 4.31.5(b)(1) and then approved Planning Commission Resolution 20‑420 to amend the comprehensive plan map to reflect the updated floodplain boundary. The transcript records the floodplain amendment vote as "6 aye."
Staff said the village will amend the land use map and update comp plan appendices once recording and LOMAR documentation are complete; the required deed statement and related ordinance adjustments form the next administrative steps.
