The Pleasant Prairie Plan Commission voted to approve the final plat and associated improvement plans for Highland Estates Subdivision Phase 1, a development that will create 108 single‑family lots and several outlots for stormwater and future multifamily units.
Rob (village staff) summarized the proposal and its approvals history and told commissioners that the final plat contemplates Lots 1 through 108, outlots for stormwater and open space, and Outlot 6 dedicated for public park purposes. "In the final plat for Highland Estates phase 1 it contemplates the creation of Lots 1 through 108 so it would be a 108 single family lots," Rob said during the staff presentation. He also noted that Outlot 6 will add about 7.5 acres to the existing Village Green Park.
The staff presentation described site‑specific requirements: wetlands delineation and preservation of roughly 9 acres of wetlands, stormwater management facilities located in several outlots, and LOMAR conditions that must be satisfied before building permits may be issued on certain lots. Rob cautioned that building or zoning permits cannot be issued for floodplain‑affected lots until FEMA issues the required LOMAR (letter of map revision) and related approvals are recorded.
The commission approved the motion to accept the final plat after discussion; the chair called for the vote and the ayes carried. The approval includes requirements tied to the preliminary plat conditions, standard PUD updates and final engineering for each phase. The motion did not specify a mover on the record; a second was given and the vote passed on the record.
Next steps: the developer must record final plats and updated PUD documents, prepare required park plans for review by the Parks Commission and Village Board before site improvements are installed, and secure any FEMA LOMAR approvals required for floodplain‑affected lots.
