The Charlestown City Council approved revisions to the Huntfield Conditions of Approval that update several development commitments, including fees, infrastructure, and recreational amenities.
City staff outlined the proffer changes and the developer described master-plan features. Key changes included increasing the monetary building-permit fee from roughly $948 to $2,448 (separate from county impact fees), provisions that soil remediation will meet or exceed West Virginia Department of Environmental Protection standards with buyer disclosures at settlement, and a requirement that the townhouse portion be limited to a maximum of 16 units per net acre rather than the prior gross-acre language.
On amenities, the proffer language calls for a community pool (minimum 4,500 square feet with a 3-foot shallow end and up to an 8-foot deep end), an 800-square-foot children’s pool, and a single-story clubhouse with restrooms and locker rooms; once constructed the pool and facilities will be dedicated to the HOA, which will be responsible for ongoing operation and maintenance. The proffers also require a contiguous sidewalk system and a hiker–biker trail connection.
Councilmember motioned to approve the proffers as presented and thanked staff and committee members for the multi-year work on the item. The motion carried after a second and discussion expressing appreciation for the negotiation effort.
What happens next: the amended proffers will be incorporated into the development approvals and placed on the record for the annexation modification.
