The assessment recommended Phase II testing to determine whether these conditions are present.
Sage Franz of Vermont Emergency Management told the board that under FEMA’s buyout program the State would be responsible for demolition of structures and removal of confirmed tanks, but FEMA funds do not cover Phase II environmental testing. The Selectboard discussed pursuing the BRELLA environmental liability protection program — which involves a $500 application fee, a pre‑BRELLA meeting, and Phase II testing if accepted — and emphasized that contamination liability remains with the property owner. The board voted unanimously to proceed with Phase II testing and BRELLA participation provided the owner of 708 Main Street agrees to fully reimburse the Town at closing for any costs not covered by grant funding.
