Manager outlines water fund budget and planned capital projects including a new tower and SCADA upgrades

Manager Mike Luce reviewed how the Water Rate Study has been incorporated into the FY2026–27 budget documents and highlighted expected revenue and expense changes. He reported a slight decrease in meter sales in the revenue forecast and noted transfers from operations to the replacement fund to cover depreciation and debt service on new assets.

Luсe outlined planned capital projects captured in the Water Capital Improvement Fund: plant storage building upgrades, water plant improvements, a M‑59 water main extension, a new pressure‑reducing valve, SCADA upgrades, and a planned new water tower and associated main extension in FY27–28. He noted a proposed replacement vehicle (to replace a 2015 truck) and a mower attachment among smaller capital items.

Director Scott Hable described a proposed Asset Management Inventory to better track water system assets and suggested the inventory would help the township plan maintenance and capital spending. Luce and staff tied these projects directly to the consultant’s modeling that assumes future REUs and a phased capital schedule; no final bond sale or contract awards occurred at the Feb. 24 meeting.
