The Hampton City Council voted to approve a joint rezoning (25Dash0010) and use permit (25Dash0011) for a proposed multifamily development at 1616 and 1612 North Armistead Avenue. Staff said the plan proposes five buildings (three- and four-story) totaling up to 215 units with a mix of one-, two- and three-bedroom apartments, 346 parking spaces, a pool, clubhouse and other amenities; the applicant added elevators for the four‑story buildings and proffered stormwater standards designed to address future flooding.
Chief Planner Donald Whipple described resilience features added to the proposal — "5 electric vehicle charging stations, building materials that are rated to 110 mile per hour wind load, pervious pavement in the rear parking area" — and said staff believed the development met local land-use policies for the Coliseum Central master plan. The council heard from the applicant's attorney, Tim Tran, then closed the public hearing and approved the rezoning and use permit subject to proffered conditions and the recommended use-permit conditions.
