The council approved a use permit allowing a four‑story, 51‑unit building and site renovations at Pinewood Apartments (use permit 24‑0530). Chief planner Donald Whipple said the proposal would result in 115 units on the existing site with 207 parking spaces and new resident amenities, and staff recommended approval subject to 12 conditions.
Applicant Robert Lang, who spoke at the public hearing, said interior renovations to existing units are already underway and that the new tower would include a 24/7 residents‑only fitness center, community room and dog park; he estimated market rents for the new units would be “somewhere in the neighborhood between $1,600 and $2,200.” Council members asked about EV charging, accessible units and management; the applicant said first‑floor units and accessible features would be provided and that the existing residents would have access to new amenities. The council voted to approve the use permit by roll call.
