Commission hears update on regional water programs, flood bylaws and Winooski Basin review

Chair Rich Turner summarized the July 10 Clean Water Advisory Committee meeting and the RPC staff’s program areas, including tactical planning, the Clean Water Service Provider role and small 604B projects for data collection and small improvements.
“There is what they call a 604B, and that’s smaller projects that they have and some data collection and things like that,” Turner said. He said the committee also discussed flood bylaw updates and lake phosphorus‑reduction efforts.
Turner described the Winooski Basin Water Quality Council’s eligibility threshold and review workflow: basin planners run numbers and the council votes on projects, which can be one- or two‑year efforts. Commissioners also discussed a Northfield catch‑basin project nearing completion and Friends of Winooski work on tree plantings and bank stabilization to reduce future flooding risks.
No formal action was taken; the report was informational and commissioners encouraged continued coordination with RPC watershed partners.
