OCTA: I‑5 expansion near El Toro and State Route 73 is more than 90% complete; final striping, landscaping remain

Niall Barrett, OCTA program manager, and Logan Selleck, senior community outreach specialist, presented a progress report on the I‑5 improvement project between State Route 73 and El Toro Road.
Barrett said the project is "approximately a $670,000,000 project that spans 6.5 miles" and is being constructed in three segments with overall construction over 90% complete. He described added regular lanes, extended southbound carpool lanes to Alicia Parkway, auxiliary lanes between ramps, and reconstructed interchanges (Avery Parkway, La Paz Road, and Las Alisos Boulevard). Barrett said final thermoplastic striping for Segment 2 is expected by the end of the month, Segment 1 by the end of the year, and Segment 3 by February–March next year, weather permitting. Logan Selleck summarized outreach channels — weekly construction emails, an interactive map, social media and community canvassing — and encouraged residents to sign up for alerts.
Councilmembers praised the progress and asked about landscaping and final project milestones; Barrett said Caltrans will run a separate landscaping contract in the spring and the same contractor working on adjacent city projects helps coordination.
