Mission Viejo council asks Gov. Newsom to declare state of emergency on property insurance crisis

City staff briefed the council on a growing property insurance crisis — insurers declining renewals or offering policies at much higher rates — that affects homeowners, builders and housing projects. Staff said property owners are sometimes left with the state's FAIR Plan, which offers limited coverage, and that the problem can impede housing production the state requires cities to facilitate.
Councilmember Goodell moved and the council seconded a motion asking Governor Newsom to declare a state of emergency to accelerate short- and long-term remedies and to draw legislative and regulatory attention. Mayor Pro Tem Riche urged other cities to join the effort, saying "we're all in this together." The motion passed by voice vote with three members present. The request is intended as a formal city-level appeal to state leadership; staff and council signaled intent to pursue coordination with other jurisdictions and legislators.
