Council directs staff to return with redlines, transparency reporting for ISO

Following a multihour meeting with extended public comment, the Benicia City Council gave staff targeted direction on the draft Industrial Safety Ordinance (ISO).
Councilmembers identified two near‑term edits they want staff to prepare for a first reading: add language to clearly reference and avoid duplicating the regulatory duties of the county CUPA and the Bay Area Air District (sometimes abbreviated in the meeting as BACMED), and specify that the ISO annual performance report be presented to council (with totals of fines/fees collected and a public accounting of how those funds were spent). Staff said the ordinance already contemplates an annual report and administrative‑citation authority; the requested change would make explicit that the report is brought to council and made public.
Council also asked staff to prepare a realistic implementation timeline (staff had discussed a July 1 start in earlier work), to verify how many Group H facilities exist (staff noted a list of 13 as of July, with turnover since then), and to evaluate options for integrating or partnering with regional air‑monitoring networks. The council emphasized it wanted the city to retain local control of the monitoring program and suggested the Citizens Oversight Commission research integration options and best practices. The council did not vote; staff will bring back redlined language and a proposed schedule for a first reading.
