Council approves change order to lower water table at Lower Curtis Park for bioretention project

City staff reported that a separate project associated with larger grading at Lower Curtis Park requires installation of a bioretention basin and a storm drain line; recent, unprecedented rainfall raised the local water table and crews need to lower it before proceeding. Staff proposed a change order to install hydrogers at the base of the slope to drain the water and enable the storm-drain construction and water-quality improvements.
A councilmember asked whether the Clean Water Act or regional permits required these improvements and staff confirmed evolving state standards and a regional permit from the San Diego Water Board guide required treatment of runoff. The item was moved, seconded and approved by voice vote. Staff characterized the work as mitigation and compliance with water-quality permits.
