"We could protect our community and others," speaker Larnie Fox said, recounting the Martinez refinery fire and the risk of downwind exposures. Multiple commenters said the current Valero cooperation agreement lacked sufficient transparency and proactive safety oversight.
Speakers asked the council to create an independent oversight body with authority to review reports and to ensure fine and fee revenue goes toward monitoring and community protection. Several advocated adding monitoring stations and publishing data in real time so residents can make informed decisions during incidents.
