County attorney: $50,000+ grants require quarterly reports once funding is received

Marcy Ingram, the county commission attorney, told the Racial Equity Ad Hoc on Oct. 22 that commission rules trigger quarterly reporting for grant awards of $50,000 or more. "I believe you're talking about the rule that states that this $50,000 or more they are required to provide the body with the quarterly report," Ingram said.
Ingram said each quarterly report must include three elements at a minimum: whether implementation benchmarks have been timely achieved; the current status and projected completion date; and expenditures to date. On timing she advised the committee the 90-day reporting period should begin when grantees actually receive funds, not at adoption. The chair and members discussed using the reports as a receipt-and-file resolution to the commission; Ingram and staff clarified that a failed receipt-and-file vote would not terminate contractual obligations, which instead are governed by the contract terms.
