Council backs notification-only approach after review of Harvest Festival veto appeals

City Manager Matt Dahl noted option 3 preserves communication while avoiding procedural complexity.
The council agreed to option 3, directing staff to amend bylaws to require prompt notification by the City Manager and enabling council members to add veto review to an upcoming agenda if desired. No vote was required to adopt the discussion outcome; staff will draft bylaw language reflecting the chosen approach.
