Council sets application deadline and procedures for appointing interim mayor
Summary
Following the mayor’s resignation, council established a Dec. 5 application deadline, interview order by application time, speaking times (3 minutes if ≤10 candidates; 2 minutes if ≥11), up to 5 minutes for Q&A, prohibition on self-voting, a round-robin coin-toss tie procedure, and secret ballots collected by the recorder and city attorney.
City Manager Matt Dahl briefed the council on Utah Code requirements after Mayor Marcus Stevenson’s resignation and recommended clear, public rules to fill the vacancy within 30 days. The council unanimously set the application deadline as 6:00 PM on Dec. 5 and scheduled candidate interviews and voting for Dec. 10. Staff recommended that candidates speak in application order, that each candidate receive three minutes to speak when there are ten or fewer applicants (two minutes if eleven or more), and that an additional up to five minutes be available for council questions, excluding questions from councilmembers who are themselves running for mayor.
The council also approved a procedure for multi-way ties using a round-robin coin-toss tournament administered by the City Recorder to reduce the field to two candidates and established that ballots for each voting round be collected, counted and placed in a labeled envelope by the City Recorder and City Attorney. Council members unanimously approved the motions establishing these procedures.
