City launches $200,000 mitigation grant program to help businesses near shelter

Erinn Summers explained the Homeless Shelter Cities Mitigation (HSCM) funding program and proposed a Midvale reimbursement grant program using $200,000 in FY2025 mitigation funds. The program will reimburse eligible businesses—within a half-mile of the shelter—for security and property improvements (security cameras, fencing, lighting, bathroom alarms, licensed security, signage) or for documented repairs tied to transient-related damage. Grants will be awarded first-come, first-served up to $20,000 per business and are anticipated to fund up to 10 awards through June 1, 2025.
Council asked about documentation and costs; Summers reiterated that applicants must document damage or the intended mitigation and follow permitting and contracting rules. Staff will review applications within five business days, recommend awards to the City Manager, and return monthly updates to the council. Resolution No. 2024-R-55 authorizing the program passed unanimously.
