Council adopts Transportation Element with new language on TRAX crossings
Summary
Midvale adopted the Transportation Element and Impact Fee Facilities Plan (Ordinance 2024-O-29). The plan adds language about congestion caused by TRAX crossings at Fort Union Blvd and recommends exploring grade separation with UTA and UDOT; staff said none of seven roadway projects currently qualify for impact fees.
Wendelin Knobloch summarized revisions to the Transportation Element that respond to council requests, adding text describing congestion where intersecting railroad tracks (UTA TRAX Blue Line) cross 250 W Fort Union Blvd and recommending the city explore grade-separation options in partnership with UTA and UDOT. Parametrix project manager Charles Allen and Tyler Smithson reviewed methodology and findings, and staff noted the Impact Fee Facilities Plan is part of the plan though none of the seven identified roadway projects qualify for impact fees at this time.
Following presentation, the council voted unanimously to adopt Ordinance No. 2024-O-29, approving the Transportation Element and IFFP. Council and staff discussed long-term coordination with UTA and UDOT as part of congestion mitigation strategies.
