Planning director urges targeted use of development agreements in zone-change process

Wendelin Knobloch, Midvale’s Planning Director, told the council during a 6:00 p.m. workshop that recent state law changes have made development agreements an available planning tool again and laid out a proposed process to avoid unnecessary agreements. Knobloch said the City should use a pre-application workshop where developers present concept plans and the council requests a development agreement only when necessary.
Knobloch explained the recommended agreement content would focus primarily on property access because other physical characteristics are covered by zoning. “Considering the resource intensity development agreements bring with them due to review and coordination time between the developer and several city departments, city staff would like to explore how the City Council feels about the following process for zone changes,” she said. City Manager Matt Dahl and other staff in attendance signaled support for a narrower, workshop-driven approach that preserves staff time while allowing the council to request agreements when specific access or interdepartmental commitments are needed.
