Residents press board for clarity on Lakeridge High cell tower, testing and lease terms

Two in‑person commenters raised questions about the new Verizon tower at Lakeridge High School and about lease and permitting practices. Annalie Adams asked whether Ziply (Zipley) Fiber accessed private property under an old, voided permit, requested clarification on the correct monthly lease payment for the Verizon site (the agenda lists $2,719.46 but public‑records responses showed $2,415.77) and asked whether the district or the tower operator has authority over equipment upgrades during a lease term.

"Once a lease is signed with a tower company such as Crown Castle, does Crown Castle have the ability to continually upgrade, change, or add equipment without seeking new approvals or consent from the school district?" Annalie Adams asked. Ben Adams pressed staff on testing methods and modeling, asking whether the district's planned testing would account for cumulative exposure at eye level for nearby homes rather than only short periodic readings. Board and staff said they had paused talks on lease extensions, will follow up with the city on public‑right‑of‑way easement questions, and have selected an independent firm (Apex) to conduct RF‑measurement work and report findings at a December meeting.
