Rock Island County officials approved an emergency roof replacement for the County Office Building after wind damage on March 18, 2026.
County Administration staff told the board that the county had received a partial insurance payment of $78,069.33 toward the repair and solicited competitive quotes. Jim Grafton, who presented the briefing, said the administration recommended Sterling Commercial Roofing to complete the west‑roof replacement at a total contract price of $97,950.00. "We are recommending Sterling Commercial Roofing to do the repairs as soon as possible in the amount of $97,950.00," Grafton said during the agenda presentation.
Board discussion reviewed four written estimates included in the meeting packet. White Roofing submitted a bid for $97,950.00; Hammer Time and Falcon submitted larger estimates ($211,845 and $197,815, respectively). The board voted to approve the emergency purchase and related budget transfers to accommodate the cost; roll call was 15 yes, 0 no. Finance Director Ryan Berger told the board the county would record the $78,069.33 insurance revenue and the remaining contract amount would be covered by a transfer from unencumbered funds.
The board approved the motion by voice and roll call; the contract award and the funding transfers were recorded in the meeting minutes and budget resolutions. The county indicated work would proceed once contracting and scheduling logistics were completed. No completion date was given during the meeting.
